The following report has been compiled by the operations division, in collaboration with the analytical branch, in order to provide detailed intelligence and recommend the execution of covert and military operations against known terrorist groups and collaborating nations.

This document includes the CIA’s most recent surveillance of terrorists and collaborating nations’ activity within the past seventy-two hours. The recommendations within this document are based on this surveillance. As Director of Central Intelligence, I, Samuel T. Clark, have reviewed the material herein and concur with its findings and recommendations.

ISRAEL IN JEAPORDY- Summary and Assessment

Known terrorist organizations, Palestinian militia, and Syrian mercenaries appear to be the key players in the assault on Israel, which has manifested in violent border skirmishes and inner-city ambushes. At first, Israel was caught almost completely by surprise, but is now working to quell hostilities with all available resources. Unfortunately, Israeli forces are spread too thin and are beginning to buckle. Agent Jean Kuwalski, who was on assignment in the region, reported that insurgents seemed to be supported by an outside faction. She reported that one Palestinian militia was heavily armed and was assisted by artillery of unknown origin.

SAUDI ARABIA IN ISRAEL- Summary and Assessment

Saudi Arabia is only making things worse. The Saudi’s claim that they are on Israel's side, but their posture is aggressive. They offer Israel full military defense and financial support as if to say that Israel will not stand without their help. Even worse, Saudi representatives have implied that "Israel would be wise to accept their help." The Israeli government, who has been allied with the US for decades, sees no reason to yield its sovereignty and has boldly stated that Saudi Arabia, in order to satisfy fundamental religious beliefs and gain economic incentives, is taking advantage of this outbreak of violence and recent political tensions in an attempt to annex Israel. NATO concurs and has agreed to provide support to Israel, but that promise is growing increasingly difficult given the escalating hostilities in Euro-Asia. CIA operatives continue to monitor the situation in Israel and are currently attempting to determine the origin and nature of whatever faction may be supporting insurgents in the region.

CICU's BLITZKRIEG-Summary and Assessment

CICU's blitzkrieg has already caused a great deal of damage by annexing countries, such as Pakistan and India, throughout south Asia. They have even gone so far as to lay claim to Northern Australia. In response, some Australians have founded a new Maqui. While the Maqui has had some success undermining CICU operations, they are grossly outnumbered and inadequately armed. Furthermore, reports indicate that CICU has tortured and killed the families of known members of this group. In fact, CICU would appear to be employing both conventional and psychological warfare in unison on all fronts.

CICU invades only after heavy bombardment that has left many cities in ashes. The Axis seemed to be only concerned with preserving strategically valuable installations such as sea vessels, ports, warehouses, trains, airports, fuel depots, power plants, major roads, and military bases. When CICU invades a region, they “conscript” able-bodied citizens and eliminate anyone deemed uncooperative or unnecessary.

As a result, few armies have been able to stand against CICU’s military forces. Australia has only had marginal success in containing CICU’s advance. India’s forces were said to have put up a good fight; however, after the first forty-eight hours, many Indian armies surrendered. Still, reports suggest that CICU’s armies did not show mercy; rather, satellite images indicate that thousands of Indian soldiers have been killed and most of India’s military forces decimated. Some photos strongly indicate that CICU has adopted a standard ROE policy of firing upon unarmed combatants instead of taking prisoners. Similar reports from Nepal and Tibet suggest that those countries are now in CICU possession, but remain unconfirmed. Pakistan all but surrendered with little or no resistance after officials learned of CICU’s ruthless victory in India and the brutal massacre in Tajikistan.

TAJIKISTAN MASSACRE- Summary and Assessment

According to Agent James Wheatley, who was assigned to Tajikistan, CICU is guilty of indiscriminate atrocities that are too gruesome to describe within the confines of this report; sufficed to say, that the Axis is instilling fear with a great degree of success at the cost of their own humanity. It should be noted that not long after relaying his eyewitness account of the Tajikistan Massacre, where approximately 2,000 Tajikistan civilians and over 500 Tajikistan defense personnel were mowed down, Agent James Wheatley failed to make his regular report on two separate occasions and is now presumed KIA. Unconfirmed reports from Nepal and Tibet suggest that CICU has committed similar war crimes in those regions.

SOUTH KOREA-Summary and Assessment

One of CICU’s first hostile acts was to engage our military forces stationed in South Korea. Because of South Korea’s deception, and the infiltration and sabotage of major observation posts, the US suffered heavy losses and had no choice but to evacuate many of its more northern military installations in that theatre. Intel suggests that South Korea’s dissatisfaction with America’s presence has been growing steadily for years. Within the past five years, operatives in South and North Korea reported odd communications transmitted between these two countries, an exchange of non-military hardware, and even meetings between government officials. However, these pleasantries were most likely a ruse, and an opportunity to openly plot against western nations. A reassessment of intelligence from that period will be necessary to determine the nature of those communications. In the meantime, this report concludes that South Korea should be treated as a member of CICU and therefore hostile to the United States and its allies.

VIETNAM- Summary and Assessment

Since the last decade of the twentieth century, Vietnam has prospered as a friendly business partner to nations all over the world, including the US, UK, Japan, and most of Europe. It has become a major source of industry and international commerce, which is exactly why Intel believes that Vietnam was coerced to join CICU. Vietnam’s resources, both industrial and agricultural, its former network of military installations and vast, secretive jungles, and its strategically valuable location made Vietnam extremely valuable to China and other CICU member nations.

Therefore, it is suspected that Vietnam was forced to join CICU. In the past month, Chairman Nguyen has taken retreat due to his ailing health three times. Other members of the national assembly resigned under suspicious circumstances. Furthermore, the National Assembly as a whole has made minor policy changes to strengthen relations between Vietnam and CICU members such as Korea. As a result, export and import operations between Korea and Vietnam that began one year ago, despite US representatives raising concerns at the last summit meeting on international commerce for world peace, would appear to have provided the two countries the opportunity to trade military resources and information on a regular basis. Consequently, Intel believes that CICU has been meticulously planning their surprise attack for years.

Intel reports that the jungles of Vietnam served as a secret base of CICU operations, well hidden from the prying lenses of orbiting satellites. However, operatives in the region have reported unusual activity in Vietnamese ports, but did not successfully determine their nature until CICU military docked there. From Vietnam, CICU has launched air raids over Australia. CICU has also established a naval blockade in the Philippines Sea reaching from South Korea to Northern Australia. With this corridor open, CICU is able to transport supplies via cargo ship from Korea and China to Vietnam, Northern Australia and all destinations in between. Thus, Vietnam has served as a major staging area. To increase Vietnam’s effectiveness in this capacity, CICU has taken Laos and seeking overrun Thailand so that they might have a fluid passage from Vietnam to their forces occupying India.

AFGHANISTAN-Summary and Assessment

Intel reports that CICU's push into Afghanistan was very effective because of Axis ties to terrorist organizations, large and small, in theatre. CICU supplies these organizations with weapons in exchange for safe passage through Afghanistan's mountainous regions and strategic positions in the more eastern provinces of the country. It is clear that CICU has no intention of stopping; rather, Intel suggests that they are preparing to push deeper into Afghanistan with the aid of their terrorist connections. In addition, Intel also believes that CICU, is supplying terrorists in this region, as well as others, with portable nuclear bombs. This would be advantageous for CICU as many terrorists will gladly serve as expendable personnel. Even now, terrorist organizations serve the will of Axis powers.

TERRORISM IN US, UK, AND EUROPE- Summary and Assessment

Terrorist organizations, foreign and domestic, such as Al Qaeda and the Black Tea Party, have been wreaking havoc here and in friendly nations. Mass bombings of major financial institutions and public venues throughout Europe, the United Kingdom, and the United States has resulted in mass hysteria and martial law. As expected, riots have ensued, but so far police forces have been able to contain looters and vandals. Most citizens have chosen to follow government directives and remain home if only for fear of being killed in a terrorist attack. Many field agents have observed people taping plastic to their windows and rebuilding remnant bomb shelters.

CONCLUSION AND RECOMMENDATIONS-

Clearly, terrorist attacks in Europe, the UK, and the US, as well as violent upheavals in Israel, have been staged to distract NATO from CICU's main assault on South Asia and Eastern Afghanistan. All events reported herein were initiated within six hours each other, four days ago.

Therefore, this report recommends that Homeland security has been and should continue to employ all of its available resources to tend to aid civilians and defend our borders terrorism, whether is foreign or domestic in origin.

More importantly, this report asserts that United States has no choice but to declare war, and in conjunction with our allies, forcefully disband CICU. Thus, all available military forces should be assigned to South Asia in order to deny CICU valuable military resources and mobility. In particular, Intel asserts that the United States would do well to regain US military assets in South Korea, and establish a blockade to prevent further air raids from that region. A no Fly-Zone should also be established near the borders of China to prevent that country from contributing its air force to CICU’s efforts. Furthermore, Vietnam serves as a major staging area and vital supply depot to CICU operations; thus, it is imperative that the United States invade and eliminate CICU’s presence in that theatre.

Additionally, Special Forces should be sent to India, Afghanistan, Pakistan, China, Vietnam, and North Korea to discover and destroy weapons of mass destruction (WMD) caches and factories. Special forces and available supplies should also be sent to aid Israel in its plight. It is the firm position of the CIA that CICU, not unlike the Axis of Germany, Japan, and Italy eighty years ago, is poised to conquer the world and must be eliminated with extreme prejudice.
